Goals and Mission
At Blue Dragon Institute we believe that technology should benefit society. We want technological progress to be fair, inclusive, and respectful of human dignity and the law.
Our efforts focus on evaluating the fair competition in digital markets. We look at the effects of market dominance on innovation and citizens' rights, and examine the legal framework governing technology companies. We are committed to promoting press freedom and media pluralism. Through participation in legislative processes, conferences, workshops, creation of scholarly publications and public activism, we engage in the discussion of the above issues.
While we recognize technological dominance in the digital marketplace, we do not accept the effects of unsustainable competition. We envision a future in which technological progress is made with a sustained commitment to improving human well-being, ensuring that the digital age is based on fairness, justice and respect for the dignity of every human being.
A significant part of our mission is to increase public awareness of how new technologies, including AI, work. We support initiatives that promote understanding and utilization of the latest technologies. We want to contribute to creating a technological world that is human-centered. Additionally, we strive to enhance entrepreneurs' understanding of how to use new technologies in compliance with relevant laws.

Iga Małobęcka-Szwast
Chairwoman
Doctor in law, assistant professor at the Department of European Law at the Faculty of Law and Administration of the University of Warsaw. Attorney-at-law and researcher specializing in the broadly understood law of new technologies, personal data protection law, competition and consumer protection law, and regulation of digital services and markets.
Author of numerous scientific and popular science publications in the above areas, including the monograph "Big Data and the Abuse of a Dominant Position by Data-Driven Online Platforms under EU Competition Law" (Warsaw 2021), which is an updated version of the doctoral dissertation awarded with the Award of the Prime Minister for outstanding doctoral theses (2021). Co-author of the commentary on the Digital Services Act (DSA) and the Digital Markets Act (DMA). Speaker at conferences, seminars, and training courses organized in Poland and abroad. In her scientific and popular science work, she devotes particular attention to the regulation of very large internet platforms (so-called Big Techs) and digital markets.

Dominika Harasimiuk
Vice-chairwoman
Doctor of Law (2007), assistant professor at the Faculty of Political Science and International Studies, University of Warsaw. Lecturer at Łazarski University in Warsaw. Scholarship holder of the French Government (2004-2005). Graduate of the Center Européen Universitaire, Université Nancy 2 (2005, diplomas DEA Droit Communautaire, DESE). Expert of the Latvian Higher Education Quality Agency (AIKA). Member of associations: UACES, PTSE (Polish Society for European Studies). From 2023, as part of the international research project REALM, financed by Horizon Europe, she leads a work package dealing with the legal, ethical, and social aspects of using artificial intelligence in medical devices. Her research interests include legal and political aspects of EU citizenship (including its digital aspect), European and comparative constitutional law, legal issues of the functioning of the internal market, and regulatory and ethical aspects of the policy of developing artificial intelligence in the EU.

Chairwoman
Attorney-at-law. Docteur en droit (2011). She is assistant professor at the Utrecht University School of Law and managing editor of the Utrecht Law Review. A graduate of the University of Gdańsk, the University of Sciences Sociales (Capitole) in Toulouse, and King's College in London. Scholarship holder of the French Government (2003 - 2004). Member of the Polish Competition Law Association and the Polish EU Law Association. Her professional interests include public and private application of European Union and national competition law, the relationship between competition law and other areas of law, and the independence of regulatory bodies. Her recent research focuses on European regulation of media.

Damian Flisak
Doctor of law (Ludwig-Maximilian University in Munich), LL.M., attorney-at-law with several years of experience in conducting legal disputes, served as director or deputy director of large Polish companies (EADS PZL Warszawa-Okęcie, Poczta Polska S.A.) and head of public affairs at Ringier Axel Springer Polska. Former scholarship holder of the Max Planck Institute for Innovation and Competition in Munich, an arbitrator at the Court of Arbitration at the Lewiatan Confederation and at the Internet Domain Court at PIIT, a sworn translator of German. He is a member of the European Commission's group of experts (Team Europe Direct), a specialist in the law of the latest technologies, emphasizing artificial intelligence and intellectual property. He provides professional regulatory consulting (public affairs), has issued numerous opinions on national and EU legislative projects, and has co-created Poland's A.I. development strategy. Author of numerous speeches, trainings for lawyers, and dozens of scientific publications. Lecturer at the National School of Judges and Prosecutors, conducts postgraduate studies at the Institute of Legal Sciences of the Polish Academy of Sciences, Koźminski University, and Warsaw School of Economics and teaches copyright law at the Polish-Japanese Academy of Information Technology.

Paweł Czajkowski
Attorney-at-law, legal and public policy director at Agora S.A., vice-president of the Repropol Association of Journalists and Publishers and the Association of Private Media Employers. An expert in the field of media law, press law and copyright law, associated with the mass media for over 10 years. Representative and defender of journalists and publishers in numerous SLAPP proceedings. In the years 2013-2019, he served as general counsel in one of the companies of a leading media group in Poland. In 2019-2021, he headed the media law practices of premier Polish law firms. His interests include, in particular, the regulation of large online platforms, press freedom and media pluralism, and the legal framework for the functioning of AI tools.

The Institute benefits from the guidance of experts in critical areas of technology law, including antitrust, intellectual property, media law, and European regulations. Together, we provide a comprehensive approach to the complex legal challenges of technological advancement.
Lawyer and a public policy consultant specialised in the regulation of digital economy, electronic communications and competition law. Olga has worked on such topics as independence of national regulators, universal service, platform regulation, disinformation, regulation of artificial intelligence and free flow of data. Olga holds LL.M. Eur. from the University of Bremen, Master of European Studies from the Europa-Kolleg Hamburg and Dr.jur. from the University of Bremen. She has worked as a researcher and lecturer at the universities of Bremen, Hamburg and Lüneburg, was an associate professor at the European Humanities University in Vilnius (Lithuania), a Senior Fellow at the Institute for Information, Telecommunication and Media Law at the University of Münster and a Visiting Scholar at the NZ Centre for International Economic Law in the Faculty of Law at Victoria University of Wellington. She has been a visiting lecturer at the Duke University (China campus in Kunshan) and Yerevan State University (Armenia). Olga also has a part-time position as a Senior Scientist at TNO (Netherlands).

Author of international publications in finance, banking, law, and ethics. Member of international research teams dealing with sustainable finance and legal and ethical issues of new technologies. He has gained legal practice during many years of serving as director of legal departments and member of the management board in international corporations and domestic enterprises, as well as as a partner in global law firms. Author of numerous speeches at conferences in Poland and abroad and publications on financial regulations, compliance, sustainable development, and artificial intelligence.
Human rights lawyer currently serving as an advisor for the European program at the Prague Civil Society Center. Previously, she worked at the European Court of Human Rights and has been the director of the Media Freedom Observatory at the Helsinki Foundation for Human Rights since 2008. In 2022, she earned a Ph.D. in Legal Sciences from the Institute of Law Studies of the Polish Academy of Sciences (INP PAN) with a dissertation on standards for the protection of freedom of speech, including symbolic speech. Her academic work focuses on human rights, freedom of speech, and international institutions. She is a senior advisor at the Prague Civil Society Center and an expert of the Council of Europe.
Doctor in law, employed at the Maria Curie-Skłodowska University in Lublin, at the Faculty of Political Science and Journalism/Institute of Social Communication and Media Sciences. From 2015 to 2019, she served as the founder and director of the Lublin Design Institute, which operated within the Lublin Science and Technology Park S.A. Her expertise lies in the field of creative industries, particularly in the context of urban strategies. Her research interests encompass intellectual property, media, design, communication design, smart cities, the city of the future, and creative industries.
Advocate specializing in new technologies, media and telecommunications. Adam graduated from the Faculty of Law at Adam Mickiewicz University in Poznan and completed a post-graduate LLM in International Commercial Law at Koźmiński University in Warsaw. He gained experience working in one of the largest Polish law firms, advising both foreign and Polish media groups operating in various market segments: from print media to television.
LL.M. in Competition Law (King's College London), attorney-at-law and founder of Antitrust4Climate, a law firm that assists businesses in implementing sustainable initiatives in accordance with antitrust regulations. Since 2004, Agata has specialized in Polish and EU competition and consumer protection laws. Her professional background includes leadership roles at the Polish Competition Authority, where she directed both the Competition Protection Department and the Legal Department, as well as positions at the European Commission and Linklaters law firm. This diverse experience in both public and private sectors gives her a unique perspective, allowing her to craft solutions that balance the interests of various stakeholders.

Digital (AI) Literacy
Our mission is to educate society on safe and beneficial interactions with AI tools. We are dedicated to creating and supporting educational programs that responsibly equip children and youth with the knowledge and skills to navigate the digital world. Through this initiative, our goal is to promote a society where citizens are technology consumers and well-informed participants in the digital age. We help entrepreneurs adopt new technologies in compliance with the law and raise awareness of the risks associated with their use. Additionally, we aim to support professional groups in developing competencies related to the use of new technologies that directly benefit them.
